International Committee of the Red Cross Assists Militant Group in Recovery for Remains of Israeli Hostages in Gaza Strip

A Red Cross official confirmed that its personnel joined members of Hamas into areas of the Gaza Strip currently controlled by Israeli military authority to facilitate the hunt for the remains of Israeli hostages.

Truce Terms and Hostage Bodies Handover

As part of the truce negotiated by the United States, which took effect on 10 October, the group is obligated to hand over the bodies of all Israeli hostages promptly. As a reciprocal measure, the Israeli government has consented to hand over the remains of 15 Palestinians for every Israeli body returned.

Hamas has so far returned the remains of fifteen of those held captive but zero in the last five days, as a portion of those remains are believed to be in locations past the yellow line marking the temporary truce line.

Red Cross Involvement as Neutral Intermediary

“Upon the appeal of the parties, the International Committee of the Red Cross (ICRC) joined a participant in the hostilities as the group searched for the remains of the deceased individuals beyond the IDF-designated ‘yellow line’,” stated a representative for the organization.

The spokesperson added: “The parties to the hostilities determined the procedures of the mission and entrusted the ICRC to serve as a neutral intermediary. The ICRC was not involved in those negotiations.”

She further explained: “Our team was not involved in the physical hunt for the deceased nor does it engage in the physical recovery of human remains.”

Global Legal Standards and Duties

Under global legal norms, it is the duty of the sides engaged in a hostilities to search for, collect, and retrieve the bodies of the deceased.

US Demand and Regional Recovery Operations

On Saturday, the American leader delivered a two-day demand to the militant group. “Hamas is going to have to begin returning the remains of the hostages who died, including American citizens, quickly, or the other countries involved in this great peace will take action,” he wrote on his social‑media platform.

When the 48-hour deadline neared, the group, accompanied by the Red Cross, teamed up with Egyptian teams, who were granted permission by Israeli authorities to look for remains beyond the boundary marking the withdrawal of troops inside the territory. An official representative said the Egyptian team would use excavator machines and trucks in the operation.

Authoritative Verification and Press Coverage

This development was supported by an unnamed Israeli official, who told local press that Hamas representatives had been permitted to access sections of Gaza under Israel Defense Forces (IDF) control to search for the remains of captives, alongside Egypt’s and Red Cross teams.

“For this purpose, Hamas members were allowed to pass the yellow line,” the official was cited as saying.

Video published by a regional network seemed to show members of a specialized group – part of the group’s armed faction tasked with holding captives – accompanying a humanitarian transport in a coastal area close to a southern city, which is beyond IDF jurisdiction.

Challenges in Locating Captive Remains

The search for the remains of Israeli hostages has turned into one of the most sensitive issues in the truce reached between the parties. However, the effort to find the remains has proved challenging from the outset, given the presence of an approximate 60m tonnes of debris across the territory, where, according to local health authorities, at least 10,000 residents are recorded as missing, trapped under the debris.

Conflicting Statements on Body Whereabouts

The group has stated it lacks information on the exact whereabouts of all the remains, saying it has lost contact with several of its units that had been detaining the hostages and were reportedly killed during Israeli bombardments.

In contrast, an official representative claimed that Hamas knew the whereabouts of the bodies. “Should the group made more of an effort, they would be able to recover the bodies of our captives,” the spokesperson said.

American Position and Disarmament Talks

While the American leader has conceded that a portion of the bodies are hard to reach, he said that “others they can hand over now and, for some reason, they are failing to do so.”

“It may have to do with the surrender of weapons of the group,” he added.

Washington has said it has received guarantees from Hamas that the group will disarm, though no specific schedule has been established. The militant organisation remains reluctant to give up its weapons without firm guarantees about the future of its fighters.
